Scuffy is your average old grumpy man who lives on the street pushing a cart full of trash, lives his days surviving off of old food and spare change from being a beggar.
While he may be a bit of a grump he still holds his respect to others and still can show some kindness.

Has a bad habit of being addicted to a new type of hallucinogenic mushrooms that has been going around.
it's said that consuming these shrooms will make the consumer go into either fits of emotional rage or glee, which usually ends up making them violent.

While he does regularly consumes these shrooms, he still has his head straight! He may have been living on the street for a long period of time and be an addict to hallucinogenics, but that doesn't mean he's gone senile!
So don't take him for a fool! Cause even he can see through someone trying to take advantage of him.
